SpaceX is investing $100 billion in establishing a second Starbase on a former Exxon site in Louisiana.
SpaceX plans to establish a second Starbase in Vermilion Parish, Louisiana, on a former Exxon property along the Gulf Coast, with an estimated cost of $100 billion. The company characterizes it as a self-sustaining spaceport featuring its own propellant production, power generation, deep-water shipping, vehicle processing, and an airport, which explains its recent hiring of natural gas traders.
The $100 billion figure is comparable to the market capitalization of a large industrial firm, dedicated to a single location, from a company that only went public this year. This public listing likely serves as the source of funding. In June, SpaceX raised $75 billion in the largest IPO ever, and such a substantial project clarifies the need for such a large influx of capital.
Construction is set to commence in 2027, with SpaceX aiming for its first Starship launch from this location in 2029, although Louisiana Economic Development is more conservative, estimating initial operations to start in 2030. A Gulf Coast location allows for launches over water on the necessary trajectories for Starship; it offers deep-water access for vehicle transport by barge, and Louisiana has both the industrial workforce and the political will to support it.
The employment aspect is central to how state agencies evaluate these agreements. SpaceX anticipates creating 3,000 direct jobs over ten years, with an average salary of $92,600, in addition to over 30,000 construction jobs at peak times. These figures are notably positive for coastal Louisiana, a region whose economy has long been associated with oil and gas and is suffering from land erosion. Developing on a former Exxon site represents a significant transition.
One should approach the job estimates with the usual skepticism reserved for economic development pledges, as ten-year forecasts made at the time of announcement are more predictions than guarantees. They are also the basis for justifying any state incentives.
Environmental concerns regarding coastal erosion also need to be addressed by the project. SpaceX has stated it will collaborate with state and federal agencies to enhance Louisiana's Coastal Master Plan and will engage with wildlife agencies regarding ecological implications. While this language is appropriate, it does not yet constitute a firm commitment with quantified goals.
The Texas Starbase serves as a relevant reference, with mixed results. Launches there have raised issues related to debris, wildlife, and regulatory scrutiny, and Vermilion Parish is situated in wetlands that are considerably more delicate than the southern Texas coastline.
Local responses have been varied as well. Coastal parishes have a history with large industrial projects that come with job promises, while local fishing and wetland interests possess their own perspectives on what a launch complex would mean for them.
The fundamental advantage of the second site is improved launch frequency. The economics of Starship rely on frequent flights, and a single pad complex in Texas limits launch frequency, regardless of the vehicle's performance.
The vehicle itself has not yet proven its reliability. SpaceX has invested over $8 billion in Starship and conducted 13 test flights since 2023; however, full reusability—the cornerstone of its business model—has not been demonstrated in practice. Allocating $100 billion to launch infrastructure before achieving this milestone suggests either strong conviction or a costly expression of optimism. Musk has consistently stated that Starship is intended to transport more than just satellites, including lunar factories and orbital computing.
There is also an unmentioned aspect of national security in the announcements. Establishing a second launch complex eliminates a single point of failure in a system that the Pentagon and NASA increasingly rely on, which may facilitate federal permitting.
Regulatory approvals are still pending, and a spaceport in the wetlands of Louisiana will necessitate a federal environmental review that could take several years rather than months. The 2027 construction timeline presupposes a process that has yet to begin publicly.
