      Tesla has announced that rides in the Cybercab for employees will commence soon at its Texas factory. The announcement included a video showing a gold Cybercab, with its butterfly doors raised, navigating the outbound lot without a steering wheel or pedals, according to Mashable.

      It’s important to note the wording. Tesla stated that the rides are "starting soon," not that they have already begun, and several media outlets have mistakenly reported it as having started.

      The announcement contained no specifics regarding routes, fleet size, or whether the rides will occur on public roads or exclusively on Tesla's premises.

      What we are truly observing is a vehicle driving itself around a parking lot. Autonomous vehicles have been capable of this on private property for over a decade.

      Giga Texas is a vast site with legitimate internal roadways, so an actual campus shuttle would carry significance. A simple loop around the outbound lot does not.

      Tesla has not clarified which scenario is applicable. Electrek, which analyzed the announcement, concluded it could not ascertain either.

      What it certainly is not is the service people are anticipating. The Cybercab has not integrated into Tesla’s paid robotaxi fleet in Austin, which continues to utilize Model Y vehicles.

      Hardware issues are not the concern here. Tesla deserves acknowledgment for its impressive manufacturing capabilities. Its unboxed assembly process is effective, and the Cybercab is the most efficient vehicle the company has created.

      Reports indicate that over a hundred finished Cybercabs are currently stored at the Giga Texas lot. Tesla is capable of producing these vehicles.

      The real challenge lies with the software, and it is a significant one. Lacking a steering wheel and pedals means there is no backup; if the self-driving system malfunctions, the vehicle cannot be operated.

      This situation is manageable at low speeds in a parking area, but it presents a different challenge on public streets.

      The existing record shows that Tesla's autonomy figures are complicated. TNW reported that its Austin robotaxis collide every 57,000 miles, which is about four times worse than the average for human drivers.

      The disparity in scale is even more pronounced. Tesla has 42 vehicles approved for driverless ride-hailing in Texas, compared to Waymo's 577, a fact on public record.

      Nonetheless, it is important to acknowledge that progress is being made. Tesla initiated on-road engineering tests of the production Cybercab in Austin at the end of June, with a safety monitor in the passenger seat, and it has begun operating robotaxis in Miami without any safety monitor.

      The crucial point that was overlooked in the video is that on July 9, just two days before the clip was released, the NHTSA administrator stated that the agency would "absolutely" consider eliminating the requirement for steering wheels and manual controls in driverless vehicles.

      This requirement has kept the Cybercab in a legal ambiguity. A vehicle without controls is hard to reconcile with federal guidelines that assume a human might need to take control.

      The changes are already in progress. Washington has proposed removing the brake pedal requirement for autonomous vehicles and is now considering the steering wheel regulation as well.

      In this context, Tesla's strategy becomes clearer. The company has notably refrained from seeking individual exemptions, which are limited to 2,500 vehicles annually, instead betting that regulations would be revised.

      So far, this gamble seems to be paying off. Musk has been clear that broad regulatory approval, rather than exemptions, is the path for the Cybercab to achieve substantial scale.

      The reason for the car park video’s existence is that a company producing a vehicle it cannot legally or reliably roll out needs to demonstrate activity. A gold Cybercab moving past the factory represents motion.

      It’s not entirely deceptive; it’s simply a much smaller milestone than the excitement implies, and Tesla has deliberately kept the context ambiguous.

      The main objective remains unchanged: to have a Cybercab transporting paying passengers on public roads in Austin without anyone in the front seat.

      Until that occurs, the most significant development regarding this vehicle is not taking place in a car park. It involves being documented in the Federal Register.
