      Europe is acquiring another AI supercomputer, which will be located in Kajaani, northern Finland. Named LUMI-AI, this €387.8 million system—approximately $449 million—will be built by Bull, a French supercomputer manufacturer that the French government fully acquired five months ago.

      This order marks the sixth AI Factory procurement contract established by the EuroHPC Joint Undertaking, responsible for coordinating Europe’s publicly funded supercomputing infrastructure. The costs are equally distributed between EuroHPC and the LUMI AI Factory consortium, clarifying the project's political rationale. Finland, Czechia, Denmark, Estonia, Norway, and Poland are all contributing to a machine situated in Finland, yet available for use by researchers and companies across the consortium.

      In practical terms, the new system is projected to provide around ten times the AI capacity of the current LUMI supercomputer while nearly doubling its conventional high-performance computing abilities. Deployment is slated for the latter half of 2027, which may seem far off for an AI system, yet is typical for a significant supercomputer acquisition.

      The hardware reveals more than just its headline price. LUMI-AI will utilize AMD Instinct MI430X accelerators and sixth-generation EPYC processors featuring 256 cores, constructed on Bull's BullSequana XH3500 architecture.

      Two components of the system contribute to a stronger European identity beyond merely assembling an American-designed machine in Europe. Bull will provide its BXI interconnect to connect the nodes, as well as its patented warm-water direct liquid cooling technology, both developed in France.

      The broader supplier list also indicates a commitment to retaining more infrastructure within Europe. IBM Storage Scale will supply the storage component, while Nokia will handle the data center networking, incorporating a Finnish company into a system to be installed in Finland.

      “LUMI-AI represents a significant milestone for European AI and Bull’s leadership in energy-efficient, complex AI infrastructures,” stated Emmanuel Le Roux, the company’s CEO. Anders Jensen, head of EuroHPC, framed the purchase as part of a larger sequence of AI infrastructure investments rather than an isolated endeavor.

      Bull’s ownership of the manufacturer adds particular importance to the deal. Atos completed the sale of its Advanced Computing division to the French government on March 31, with a transaction valued at up to €404 million, including €104 million in potential earn-outs, making the French state the sole owner of the company.

      This business generated around €700 million in revenue in 2025 and operates Europe’s only supercomputer manufacturing facility in Angers. It also manufactures the systems used to model France’s nuclear deterrent, granting the business strategic significance that extends beyond the commercial supercomputing sector and elucidating why the French government was reluctant to let it fall into foreign ownership.

      Kimmo Koski, the head of CSC, the Finnish research organization that will host LUMI-AI, described the new system as a continuation of the existing LUMI consortium's achievements rather than a new initiative starting from scratch. This existing success is part of the rationale behind the six countries pooling resources for a facility situated in a country that only one of them hosts.

      This arrangement aligns with a trend observed across Europe over the past two years. EuroHPC selected its first seven AI Factory locations in December 2024, followed by another six in October 2025, with procurement contracts progressively signed since then.

      The gigafactories were intended to elevate that effort to a larger scale, with a €30 billion program covering seven significantly larger sites. However, progress on that front has been slower. The gigafactory initiative has faced delays that have frustrated some necessary partners, as these projects are also considerably more complex than establishing an individual supercomputer at a pre-existing site.

      Even the AI Factories currently being procured remain relatively small compared to the vast systems being developed by leading private technology firms. A €387.8 million supercomputer represents merely a fraction of the investment tied to a single hyperscaler campus, leading Europe’s approach to this imbalance to largely focus on resource pooling among governments rather than attempting to match private sector investments one for one.

      Kajaani possesses an advantage that many potential European locations cannot replicate. Finland has access to abundant, relatively inexpensive, low-carbon electricity, and its climate facilitates easier cooling for large computing installations. The country has also invested years into developing the infrastructure to leverage these conditions for competitive data centers and supercomputing capabilities. With Germany’s Jupiter now joining Europe’s supercomputing landscape, LUMI remains one of the continent’s premier large-scale systems.

      The choice to procure from a state-owned supplier perhaps most clearly illustrates the shift in Europe’s approach. Three years ago, government ownership of a major supercomputer manufacturer would have been atypical in a procurement narrative.
