Amazon's new data center in Texas has the potential to be the largest individual polluter in the United States. It will remain disconnected from the power grid.
Amazon has confirmed its investment in a significant natural gas plant intended to supply power for a data center in Pecos County, Texas. According to the New York Times, this facility could potentially become the largest single source of climate pollution in the United States, with permits allowing it to emit 33 million tons of carbon dioxide annually.
For context, the dirtiest power plant currently operational in the U.S. is the coal-fired James H. Miller Jr. plant in Quinton, Alabama, with emissions around 16 million tons. Amazon's project is permitted to release nearly double that amount.
What is being constructed
The facility, referred to as GW Ranch and developed by Pacifico Energy, will operate 35 gas turbines with a total capacity of 7.65 gigawatts. Amazon has purchased the site and will source power directly from this plant.
It’s important to note that permitted capacity does not always reflect actual output, and power plants seldom emit at their maximum potential. Even well below the permitted levels, this plant has significant capacity to surpass America's current leading emitter.
The key detail
Initially, the plant will not connect to the broader electricity grid. This is not a minor detail; it is the central purpose of the project.
Connecting to the grid would involve waiting lines, utility negotiations, and regulatory complexities associated with participating in shared infrastructure. By generating power on-site, these challenges can be bypassed.
“We’re going to see a wave of off-grid gas projects,” said Michael Thomas, founder of Cleanview, the company that traced the project back to Amazon. He suggested this might be an indication of future trends.
Up until this year, Amazon sourced its data center electricity from traditional utility companies. The shift to self-sufficiency represents a significant structural change, rather than just the amount of emissions produced.
Reasons for going off-grid
The alternative path is slow. U.S. regulators have expedited data center connections to the grid due to previous bottlenecks affecting AI expansions.
Utilities are investing accordingly, with American energy providers planning to spend $1.4 trillion on electrical infrastructure by 2030 to support the AI sector, though this pace still may not be quick enough for the largest projects.
Gas energy is simply the fastest to construct. The growth in AI has catalyzed an unprecedented surge in gas plant construction, with advocates for clean energy struggling to keep pace and instead turning to state legislatures.
The commitment challenge
Amazon co-founded the Climate Pledge, a voluntary effort to reduce emissions by 2040, but its emissions have increased in recent years.
“The landscape has changed since we co-founded the climate pledge,” commented Amazon spokeswoman Margaret Callahan, asserting that “our commitment remains unchanged.” The company claims that the facility will be powered by new on-site generation without raising electricity rates for Texas residents.
Amazon is also exploring solar and battery storage options, with Pacifico Energy proposing up to 750 megawatts of on-site solar and 1.8 gigawatts of storage at GW Ranch. However, this would serve more as a supplement to the 7.65 gigawatts of gas turbines rather than an overarching strategy.
The political environment
Washington is actively promoting this approach. President Trump has favored oil, gas, and coal over renewable energy through an agenda of energy dominance, signed an executive order simplifying data center construction, and federal agencies have implemented fast-track procedures since then.
Environmental organizations are focusing on local impacts in addition to carbon emissions. “It’s going to have a tremendous effect on the environment and public health,” stated Kathryn Guerra from Public Citizen, highlighting that gas plants also release pollutants that contribute to smog and are linked to respiratory and heart issues.
How alternative regulations look
Other regions are attempting to alter this equation. Australia has suggested that new data centers should generate at least as much power for the grid as they consume, creating an additionality rule that would render an off-grid gas plant a disadvantage instead of a shortcut.
Brussels has urged major tech companies to align AI data centers with climate objectives or withdraw, insisting that operators support renewable energy and recycle waste heat.
Neither strategy has been firmly established, and both face opposition. However, they highlight a common issue: in Texas, there are currently no requirements for companies building their own power plants to account for their emissions.
