      The updated terms clarify how Google Play services, the Play Store, and Android updates can operate in the background, even when users are not interacting with their phones.

      Android devices have always functioned in the background. However, Google’s new Play terms make that subtle activity harder to ignore.

      The revised Google Play Terms of Service will come into effect on July 29, 2026, and specify that system services on certified Android devices can utilize network connectivity, including cellular data, while the user is not actively using the device. This applies even when the screen is locked.

      The timing is significant. These changes come after Google’s $135 million settlement over claims that Android devices transmitted cellular data to Google while idle, without user knowledge. While Google does not claim that all Android phones are secretly consuming data, it is providing clearer explanations about behaviors that users typically notice only after an inconvenience arises.

      Reasons for Google's current clarification

      Previously, the common assumption was straightforward. When a phone is locked and left on a table, most people expect it to be largely inactive.

      Google’s new messaging complicates that assumption. System services include Google Play services, the Play Store, and Android operating system updates, which may need network access to ensure that certified Android devices function correctly.

      Some of this activity can occur while the device is idle, which explains why mobile data may be used even if the user hasn’t opened an app or interacted with the screen.

      What Android can still do quietly

      The practical result of this update is clearer communication with real implications. A phone can continue to perform system-level tasks through Google Play services, the Play Store, and Android updates in the background.

      If this activity consumes cellular data, the bill remains the user’s responsibility. While this may not be an issue for unlimited plans, it can be a concern for prepaid services, roaming, or those with strict data caps.

      The terms do not indicate that every Android device will dramatically increase data usage overnight, but they do confirm that background cellular data usage is a function of how these services operate.

      Where user control becomes unclear

      The updated language is the more troubling aspect. Users may be able to adjust some updates in the Google Play settings, but certain updates may still proceed if they address critical security issues, significant operational problems, or prevent misuse.

      This tradeoff makes logical sense, yet it remains frustrating. While automatic updates shield users from real threats, a problematic release can alter how a device functions post-reboot.

      Anyone who has postponed updates after a problematic rollout will understand this tension. Android provides users with multiple controls, yet some system-level decisions still take precedence over those controls.
