Sam Altman emphasizes that the AI industry has poorly communicated the advantages of the technology, leaving it vulnerable to backlash. This comes after local opposition hindered or postponed 75 data center projects valued at approximately $130 billion within just one quarter. In Europe, the main limitation is grid capacity; Denmark, for instance, has around 60GW of projects awaiting action, while its peak demand is only 7GW.
Altman remarked to Bloomberg Television that the industry's inability to clarify the purpose of the technology has resulted in developers facing increasing resistance. He acknowledged, “We have done a bad job ourselves, maybe better than some but worse than others.” He noted that it is understandable for people to feel fear when they sense that AI leaders may be reluctant to grant them greater power and autonomy.
The backlash is quantifiable, with at least 75 American data center projects worth about $130 billion experiencing delays or being blocked due to local opposition in the first quarter of this year, according to Data Center Watch. This figure is nearly equal to the total number of projects anticipated for all of 2025.
Referring to the communication failure as such serves as a communications tactic. The industry has been engaging in a charm offensive to facilitate the construction of these facilities.
In Europe, the limitation isn't public sentiment but rather the physical constraints of the grid. For example, Energinet, the Danish operator, paused grid connections in March due to holding approximately 60GW of queued projects, which far exceeds the national peak demand of about 7GW.
At the beginning of the year, Danish data center capacity was at 398MW, with an additional 208MW under construction. However, no amount of innovative explanation can alter that disparity. The pause was established for three months while new prioritization criteria were developed.
The European scenario relies more on documented figures than on persuasive arguments. This approach was a conscious decision, and the disclosure requirements predate the current surge in projects. Since 2024, any data center with a minimum of 500kW of installed IT power demand has been required to report its energy and sustainability performance to a European database, which the Commission then publishes.
This year, further measures are anticipated, including a data center energy efficiency package and the Cloud and AI Development Act, which would link public support to energy, water, and circularity performance, although neither has been enacted yet.
Moreover, official refusals for permission have occurred; for instance, Dublin denied a Google data center over energy-related concerns.
