Devanathan’s role is extensive and commercially focused, encompassing consumer growth, enterprise adoption, partnerships, operations, and regulatory interactions, all while based in Singapore. She is the third significant regional appointment made in the past six months; Kiran Mani took on the role of managing director for Asia-Pacific in March, and Prabhjeet Singh joined from Uber in June to lead the India sector.
The urgency behind these appointments is evident, as Indonesia and the Philippines rank among OpenAI’s top ten global markets in terms of ChatGPT users. Notably, no European country is included in this ranking, and OpenAI has not specified any.
Europe has received investment of a different nature, opening offices in Paris and Brussels alongside those in London and Dublin, with Dublin selected for its proximity to regulatory authorities.
The Dublin operation signifies a greater commitment, with OpenAI planning to increase its workforce there from just over 100 to 350, occupying 88,000 square feet in Silicon Docks for engineering and support functions. The rationale for establishing in Dublin includes market access, an English-speaking labor pool, and a stable corporate tax environment, which aligns more with a headquarters setup than a growth market.
It is noteworthy that Asia is receiving country managers focused on revenue generation, while Europe is being established primarily for legal and policy purposes, complete with a 36-person enforcement unit.
OpenAI is not alone in this interpretation; Anthropic has also launched offices in Paris and Munich this year, following a similar employment strategy in Europe.
This situation should not be misconstrued as a sign of Europe being overlooked. Rather, it reflects a concern that TNW highlighted during an industry meeting in France, where the prevailing worry was not about absence but rather over-dependence.
Thus, the pivotal inquiry goes beyond where OpenAI chooses to open offices; it centers on what the company develops in these locations, with Europe consistently being selected for administrative tasks.
