      South Korea has outlined seven key strategic technology programs it plans to implement following advancements in artificial intelligence, including a crewless Moon landing by 2030, as announced by President Lee Jae-myung at a gathering of scientists, business leaders, and investors at the presidential office on Wednesday.

      These initiatives, referred to as the “Seven Major SEED,” encompass areas such as small modular reactors, nuclear fusion, next-generation renewable energy, quantum technology, space and aviation, advanced biotechnology, and essential minerals. The Moon landing, part of the space segment, garnered the most attention, although it is not a new initiative.

      The 2030 goal pertains to an uncrewed mission featuring a robotic lander weighing approximately 700 kg, which is being developed by a public-private consortium and will be launched using South Korea’s domestically manufactured Nuri rocket, with an estimated budget of around 444.7 billion won. The Korea Aerospace Administration had previously set this 2030 target in early July, moving it forward from an earlier 2032 deadline during a National Space Committee meeting, along with a proposal for a domestic low-Earth orbit satellite network by 2035. Wednesday’s announcement integrated this existing goal into a broader presidential technology strategy.

      “The seven SEED projects we are discussing today will become next-generation growth engines,” said Lee, emphasizing the importance of leveraging the semiconductor industry to prepare for the post-AI era.

      Bae Kyung-hoon, the deputy prime minister and minister of science and ICT, stated that the government aims to “nurture these seeds to foster a South Korea that cannot be rivaled in the next 10 to 20 years.” Other milestones include the commercialization of small modular reactors by 2035, electricity generation through fusion by the late 2030s, the development of a domestically produced 100-qubit quantum computer by 2029, AI-bio infrastructure by 2030, and brain-computer interface products by 2035.

      The government has allocated 10 trillion won (approximately $7.1 billion) for materials and equipment technology by 2030, although the overall budget for the entire package has not been disclosed.

      South Korea’s space program is still relatively new. The first lunar orbiter, Danuri, was launched aboard a SpaceX Falcon 9 rocket in August 2022 and entered lunar orbit that December, with its mission extended until the end of 2027. The Nuri rocket has completed four flights, experiencing partial failure during its 2021 debut but succeeding in the subsequent attempts, including the most recent one in November 2025. A low-Earth orbit satellite network consisting of between 128 and 512 satellites is slated for completion by 2035. The Korea Aerospace Administration (KASA) was established in May 2024.

      This planned satellite network, sometimes compared to a domestic version of SpaceX’s Starlink, is estimated to cost between 4 and 13.2 trillion won over various phases. The government has started to transfer the Nuri launch operations to the private sector, with Hanwha taking a prominent role, and plans to conduct a fifth Nuri flight in September.

      The government has made it clear that the lunar mission serves an industrial purpose. Roh Kyung-won, KASA’s vice administrator, noted that the 2030 lander has “greater industrial purpose than scientific exploration,” aiming to position Korean companies within international lunar programs led by NASA.

      South Korea has positioned advanced technology as a matter of national competitiveness as its semiconductor sector faces increasing challenges from competitors. Lee has characterized scientific and technological prowess as a core measure of national strength and presented the seven programs as the nation's investment in the industries that will emerge following the current AI surge.

      In comparison to other spacefaring nations, the goal may seem modest. China plans to land astronauts on the Moon by 2030, NASA's first crewed Artemis landing has been postponed to 2028, and India is targeting a robotic sample-return mission for the same year. Japan successfully soft-landed its SLIM probe in January 2024. A successful mission in 2030 would make South Korea the sixth nation to land a functional craft on the lunar surface.
