ChatGPT Plus was once viewed as one of those optional internet subscriptions that individuals could rationalize each month. However, with OpenAI now working with governments to implement it on a national scale, the conversation has clearly shifted.
OpenAI has officially revealed a partnership with Malta, which will grant all Maltese citizens and residents access to ChatGPT Plus for one year after they complete a complimentary AI literacy course. This initiative, titled “AI for All,” is being developed in collaboration with the University of Malta and is noted as the company’s first nationwide partnership of its kind.
OpenAI envisions Malta as a national AI adoption experiment
Under this program, residents registered with Malta’s digital identity system will be able to access ChatGPT Plus after finishing a government-supported AI training course that emphasizes practical and responsible AI use. The rollout is set to begin this month and will also include Maltese citizens residing abroad.
On the surface, the concept appears quite reasonable. Governments are attempting to discern how AI literacy will impact education, employment, administration, and digital infrastructure over the coming decade. OpenAI clearly aims to position itself centrally in this shift before its competitors catch up.
Interestingly, Malta is not the only nation pursuing this direction. The UAE has also been collaborating closely with OpenAI through its extensive Stargate UAE infrastructure initiative, with multiple reports indicating that nationwide ChatGPT access is being considered there as well, although specifics about free ChatGPT Plus subscriptions remain somewhat vague.

What makes this agreement noteworthy is the rapid evolution of AI tools from consumer products to offerings that governments increasingly perceive as public infrastructure. Just a few years ago, ChatGPT primarily served as a productivity tool for students, developers, and office employees. Now, entire nations are deliberating nationwide AI access initiatives.
Honestly, this transformation should warrant some reflection. When governments begin to integrate specific AI platforms into educational systems, workplaces, and public services, these tools transition from optional conveniences to essential digital dependencies. For OpenAI, this strategy is exceptional positioning; however, if entire nations come to depend on a single company’s AI ecosystem, it transitions from being about chatbots to resembling infrastructure control.
