Omnia and Casa dos Ventos have signed a $2 billion power agreement to support TikTok's data center in Brazil.
The data-center developer controlled by Pátria is purchasing renewable energy from Brazil's largest independent generator to support a 200 MW facility in Pecém, marking the first ByteDance establishment in Latin America.
Omnia, backed by Pátria Investimentos, has entered into a roughly $2 billion energy supply agreement with Casa dos Ventos, Brazil's leading independent renewable power generator, as reported by Reuters. This contract underpins the energy aspect of a 200 MW data center being constructed in the Pecém port complex in Ceará, which will serve as ByteDance's initial dedicated infrastructure in Latin America.
This energy agreement is a key detail of a project that has had its framework publicly detailed since November 2025. The total investment now stands at approximately $9.8 billion across three main parties, with ByteDance allocating $7-8 billion for IT equipment to populate the facility.
Omnia, which took over the development role following approval from Brazil's antitrust regulator CADE for its control of the Pecém asset in November, is contributing around $2 billion for site infrastructure. Casa dos Ventos is investing about 3.5 billion reais in new wind capacity dedicated to the data center campus.
The $2 billion power supply agreement announced today establishes the long-term energy source for the data center, relying on Casa dos Ventos's generation pipeline.
It's worth noting the scale of the project, which, according to its published figures, represents the largest single-client data center planned in Brazil, designed with a 300 MW power consumption capacity supporting a 200 MW operational load.
Casa dos Ventos has been acquiring wind farms specifically to support this offtake, including a 350 MW asset designated for the campus, in addition to an 828 MW order for a wind complex serving the broader Pecém industrial area. The connection to the grid for the Pecém project is reportedly already secured.
The geopolitical context is also significant. ByteDance, based in Beijing and the owner of TikTok, has been promoting data sovereignty in its primary consumer markets, driven by an initiative it calls ‘Project Clover’ in Europe and similar local data residency commitments in other regions.
The company has pledged €1 billion for a second data center in Lahti, Finland, and €12 billion towards a broader European data center presence, which includes a Norwegian facility nearing completion. In Asia, ByteDance has committed ₿842 billion (approximately $25 billion) to an expansion in Thailand, which received government approval earlier this year. Brazil represents the Latin American portion of this strategy.
The economic advantages of Ceará, compared to the southeast data center corridors, are clear. Pecém offers port infrastructure, an established industrial zone with specific tax benefits, and accessibility to abundant wind and solar energy resources. Over the past five years, Ceará has promoted itself as a green energy hub for large-scale growth in Brazil, with the Casa dos Ventos contract serving as the most significant affirmation of this proposition to date.
Pátria's involvement positions the deal as much as a private equity infrastructure transaction as it is a tech customer engagement. Earlier this year, Omnia consolidated the data center development asset, with Pátria pursuing a clear strategy in Brazilian infrastructure focusing on renewables, fiber, and data centers.
The structure follows a recognizable private equity model: establishing a developer and asset role within a tenant-supported long-term contract and then selling project equity to institutional investors as construction progresses. Data Center Dynamics has provided a comprehensive external analysis.
What the Reuters report does not clarify is the duration of the power contract between Omnia and Casa dos Ventos or the price per MWh associated with it. Both figures will become significant when other hyperscalers start negotiating with the same Northeast Brazilian wind generation capabilities. Casa dos Ventos has been finalizing similar corporate PPAs with industrial clients, including ADM and Braskem, and the data center contracts could begin to influence the marginal pricing for this asset class on the Northeast Brazilian grid.
The reported $2 billion value likely represents the cumulative contracted amount over the contract's duration rather than an initial payment. Construction is planned to progress through 2026, with the first operational phase anticipated in 2027. Though ByteDance has not officially confirmed its role as the primary tenant, Brazilian government officials and multiple Reuters sources have indicated this information.
The substantive aspect of the deal is that ByteDance’s data sovereignty initiative is now apparent across four continents, with the Brazilian power supply contract being the element that converted the public proposal into a financeable commitment.
