While the globe discusses the regulation of AI, South Korea is instead distributing free AI subscriptions.
South Korea aims to make artificial intelligence accessible to all, akin to electricity or public transportation. Rather than requiring citizens to pay for premium AI tools, the government intends to cover the costs, enabling free access through an initiative named ‘AI for All.’
According to the Wall Street Journal, this program is intended to increase the usage of domestic AI chatbots while decreasing reliance on models from the US and China.
‘AI for All’ is set to provide premium chatbots to everyone.
The AI tools will not only answer questions but will also connect with government services, enabling individuals to schedule doctor’s appointments, receive tax advice, find housing, and access various public services via AI.
Small businesses will benefit from free AI to assist with tax filings and determining eligibility for government assistance programs, while parents can obtain curated educational content for their children. Additionally, citizens will have unlimited access to AI for educational purposes.
The initiative also emphasizes AI independence.
The government states that this initiative is part of their strategy for AI sovereignty. By making domestic AI services available at no cost, officials hope to encourage a shift away from American and Chinese platforms. To support this initiative, the government will supply selected providers with up to 512 Nvidia B200 AI chips and help with operational expenses, although the total cost of the program remains undisclosed.
This move highlights the growing size of the market. Over 20 million South Koreans currently utilize free generative AI tools, and about one in four people pay for AI services. The government has also increased its AI budget for 2026 to approximately $7.2 billion, indicating that it considers AI a crucial part of national infrastructure rather than merely a technology trend.
South Korea’s strategy contrasts sharply with that of the US, where free premium AI access has mainly been allocated to specific groups, such as students through offerings like Google’s free AI Pro for students, rather than being made available to the entire population.

Anthropic has unveiled a research preview of its Model Hardware Standard (MHS), designed to facilitate AI agents in safely operating laboratory instruments and factory machinery. MHS is intended to streamline the integration of complex machinery with AI, reducing the time from months to mere hours or minutes. Currently available to select research labs and manufacturers via a waitlist, Anthropic plans to open-source the standard in the future.
Additionally, the Gemini Notebook has introduced a new feature allowing users to reference and convert books into different formats, provided they own the books through Google Play Books. This feature, called Expert Intelligence, enables users to extract information from their purchased digital books for citations instead of relying solely on uploaded sources or internet content. Google is currently offering one free book to users in the US as part of the launch campaign, with a limited availability disclaimer. For now, Expert Intelligence can be accessed only within the Gemini Notebook app and its web dashboard, but Google intends to incorporate it into the core Gemini app and AI mode in Search in the future.
