Estonia will assign unique ID numbers to AI agents.

      Currently, when an AI agent performs tasks on your behalf, it typically operates as you, logging in with your personal credentials to access everything. Estonia aims to change this practice. Prime Minister Kristen Michal announced that the country intends to issue personal identification numbers to AI assistants, becoming the first nation to implement such a system. This initiative is designed to provide AI agents with their own identities, enabling limitations, supervision, and traceability of their actions.

      “It should not be necessary for individuals to grant their AI assistants complete access to all their rights, services, and data,” Michal expressed on X. “Agents must have restricted, manageable, and verifiable permissions.”

      Why a nation reliant on digital IDs is pursuing additional identification

      Estonia is uniquely positioned for this development. With a population of 1.3 million, its residents already utilize digital IDs for various functions like marriage, medical appointments, and document signing. The e-Residency program extends similar digital identities to foreign entrepreneurs.

      However, this existing system was predicated on the notion that only humans possess identity and accountability. Currently, an AI agent cannot legally verify its identity, sign documents, or assume responsibility; it can only operate under a person’s credentials in full.

      The initiative to provide AI agents with their own IDs aims to bridge this gap, similar to how e-Residency established a legal identity for individuals who have never visited Estonia.

      AI integration within governmental operations

      This situation is not theoretical for Estonia. The country has integrated AI chatbots into every school through collaborations with OpenAI and other organizations, and has developed Bürokratt, an expanding network of AI agents that assist with public services. Michal, who has an AI advisory council composed of technology founders, recently created a “PM Cockpit” to monitor government objectives through a coding session with Anthropic’s Claude. Other regions are also advancing in this area, evident in Ukraine’s Diia.AI and pilot licensing initiatives in Singapore.

      Unresolved issues

      Michal did not specify a launch date or provide information on how liability would be managed if an agent with its own ID makes an error. These critical questions remain unanswered.

      Assigning formal identities to machines within essential state systems presents a significant challenge in terms of accountability and security. Nevertheless, it redefining the issue of agent oversight: the objective is not to liberate agents but to maintain control in a transparent manner, as Europe seeks to establish its own regulations on AI.
