TCS pledges $7.4 billion for a one-gigawatt AI campus in Hyderabad.

      Tata Consultancy Services announced that its HyperVault division and its partners have pledged 700 billion rupees, approximately $7.4 billion, to establish an AI data centre campus with a capacity of up to one gigawatt in Hyderabad. The project is designed to utilize green energy and adhere to water-neutral design principles. According to EU regulations, any data centre exceeding 500kW must report its total and drinking water usage annually to a European database.

      The announcement regarding the investment in the southern Indian campus was reported by Bloomberg News on Saturday. The site, which encompasses 264 acres in Hyderabad, Telangana, has already been secured, and TCS anticipates that it will become one of the largest AI infrastructure facilities in India.

      "The campus will cater to leading AI enterprises and hyperscalers, providing high-density, liquid-cooled computing capabilities on a global scale," the company stated. TCS has also indicated that the project will incorporate green energy and water-neutral design principles, although these terms were not specifically defined in the announcement.

      This financial commitment follows a trend; for instance, TPG invested $1 billion into TCS's data centre operations last November, part of a broader influx of foreign investment into Indian AI infrastructure facilitated by local companies.

      In Europe, certain terms imply responsibilities that do not apply in India, and this distinction is significant. Any data centre within the EU with at least 500kW of installed IT power is required to submit annual reports to a European database, in accordance with regulations implemented in 2024. These reports include metrics on total water consumption and drinking water use, which are used to assess water usage effectiveness, along with data on energy demand, waste heat recovery, and the proportion of energy sourced from renewables.

      The submission deadline is set for May 15 each year. The regulation does not specify penalties for non-compliance; therefore, the focus is on transparency rather than enforcement.

      Thus, while "water-neutral design" is a concept referenced in Hyderabad, it is quantified in Frankfurt, and neither guarantees water availability, yet only one involves documentation.

      In contrast, Europe has initiated bidding for up to seven AI gigafactories, estimated to cost around EUR 30 billion, with about EUR 10 billion of that being public funding, and only approximately EUR 1 billion from Brussels is currently allocated. Construction in Europe is planned to commence by early 2027. Meanwhile, TCS is currently investing $7.4 billion solely into one campus, primarily using private funds.

      Europe established its regulatory framework first, followed by its gigawatt projects, but its own gigafactory initiative has encountered delays. This situation highlights how the sequences of investment and regulation can vary.
